Indicator Definition
The ratio of non-English speakers relative to the total population within the given year.
Coding Methodology
The percentage of the total population that speaks English was converted to a seven-point scale in order to make relative difficulties for business travellers more comparable across countries. The raw scores can be obtained on request.  The following coding criteria were applied:
| % of English Speakers | Hassle Factor Score (7-point scale) |
| >.95 and < 1 | 1 |
| >.9 and < .95 | 2 |
| >.8 and < .9 | 3 |
| >.6 and < .8 | 4 |
| > .4 and < .6 | 5 |
| > .1 and < .4 | 6 |
| < .1 | 7 |
